THE Internal Affairs Service of the Philippine National Police (PNP) was ordered to start immediately the summary dismissal proceedings for a cop allegedly involved in kidnapping and possession of illegal drugs and weapons.
Information coming from the National Capital Region Police Office (NCRPO) said Patrolman Josen Nino Ramos, a member of the PNP Drug Enforcement Group (PDEG), was arrested with three other cohorts identified as: Conrad Hiro Liwanag, Ryan Joshua Turla and Oliver Asentista, for the alleged kidnapping of a Chinese national. Liwanag, Turla, and Asentista were Criminology graduates and batchmates of Ramos.
While directing a thorough probe on the incident, PNP Chief, Police General Guillermo Eleazar stressed the police force has no place for someone like Ramos who taints the integrity of the organization. “Patrolman Josen NiƱo Ramos was already disarmed, detained and is facing many charges after he was arrested for his involvement in the kidnapping of a foreign national in Quezon City.”
“Like what we promised, we will not hesitate in removing from the police force any criminal-minded personnel, no matter how many they are, just to assure the integrity in our ranks, especially now that we are implementing programs related to recruitment wherein we have removed the ‘palakasan’ system to ensure that only the qualified and best applicants can enter the PNP,” he added.
According to the NCRPO report, personnel from the Quezon City Police District’s (QCPD) Police Community Precinct 2 responded to a call for assistance from a security guard who was suspicious of several persons in a vehicle who had introduced themselves as policemen after they were observed loitering in front of a residential area along G. Araneta Ave., Barangay Dona Imelda on Thursday evening.
When personnel of the QCPD community precinct 2 arrived in the area, the suspects identified themselves as PDEG confidential informants. Suspicious of the group, Quezon City cops conducted a search of their vehicle and found a half-naked and handcuffed Chinese national with them.
The Quezon City cops informed the suspects they needed to be brought to the police station for further investigation but Ramos intervened and introduced himself as a member of the PDEG. He claimed they arrested the Chinese national in an anti-illegal drug operation.
However, a check with the PDEG Special Operating Unit 4-A, to which Ramos belongs, revealed that no anti-illegal drug operation against any Chinese national had been coordinated with the Quezon City police station or the PDEG unit.
The Chinese national, likewise, identified the suspects as his kidnappers who have already been paid ransom amounting to 450,000 Yuan or P3,563,060 in exchange for his release.
The QCPD personnel immediately placed Ramos and his cohorts under arrest and confiscated from Ramos a Caliber 9mm Pistol Canik (PNP property) and three magazines loaded with 40 pieces live ammunition; one cellphone; two bladed weapons, one motorcycle; and two improvised plate numbers.
Meanwhile, seized from the other suspects were one Caliber .40 Taurus Pistol; two magazines loaded with 16 pieces live ammunition; two cellphones, a fan knife; one ITEL cellphone; one folded knife; one Mitsubishi Lancer, and a total of 141.03 grams of suspected methamphetamine hydrochloride or shabu.
The suspects are in the custody of the QCPD-CIDU, which is set to file charges of kidnapping and violation of Republic Act 9165 or the Comprehensive Dangerous Drugs Act of 2002 against them in the Quezon City Prosecutor’s Office.
